Flask based Website to read and update python Configuration settings on AWS which has static IP

I am looking for a skilled developer to create a Flask based website that will allow me to read and update python Configuration settings on AWS. The website should have full access to the AWS configuration settings, and there is no preference for a specific AWS service for the static IP address.
