Fill form in pdf file using PyPDF2 - python -- 2

it should run on windows. using python 3.6.9 and PyPDF2
a python function which get 2 arguments:
1. path to the file
2. dictionary which has key (Annotation) and value for filling it into the pdf file
The function will fill the data and will create in the same folder an output file
The output pdf file will not be in "edit" mode. that means that when one will open it and close it he will not get message from Acrobat if he want to save changes in the file
