Federated learning code error solving in python machine learning

Make the function generates high loss above 7 and maintain it or increase with median or trmean as aggregation ( choose one) , and you can change the metric of distance to cosin ( i suspect that the current distance may be the reason for bad result)
i already have the code and dataset you just need to fix the function to get me these values
