FICO xpressIVE (mosel) - mathematical programming problem

Need help in solving one of the mathematical programming problem in FICO XpressIVE using mosel language or Python. I have problem statement and I need to formulate the equation first i.e. objective function, constraints etc. and later on need to write program related to it.
