Extract, adjust and organize data from text files

I have open and click data from an email marketing campaign in text files (one for opens and other for clicks). As a first step, I need someone to extract the timestamp, e-mail and geolocation (city and country) of each recipient. As a next step, the timestamp needs to be converted into the right date and time based on the city/country timezone. The output for each text file (opens and clicks) is a data table (excel/csv) where each recipient has its own row and the timestamp, e-mail address, city, country and date and time are further columns. As a final column I need a binary variable "monday" which indicates whether the recipient opened/clicked on Monday, based on the timezone-adjusted date and time.
