Extract News articles from newspapers cover images

Let us say that we have a newspaper cover page or normal page where usually every news have :
- randomly ordered title , N Number of images , N number of text.
- i want to create a python program that cuts every news article ( with all related texts and images) and save them as new images.
- you may use opencv or computer vision technology to do so
- i want full very accurate solution ready for production
- code should be clean and explained with comments
