Expert Python scripting help for C4D -- 2

Looking for help developing a couple of custom Python scripts for Cinema 4D for controlled morphing techniques of vertex points. Candidate must have expert knowledge in the C4D api, MoGraph tools and Effectors, vertex points and vertex colors, and X-Particles.
Currently, we're working on a creative project in Cinema 4D, where we're attempting to develop a type of 'optimal' vertex-to-vertex point morphing technique. As we've found no straightforward native solution, our team is considering the development of custom scripts to meet our objectives.
Here are two examples that further illustrate our needs:
Example 1:Source Geometry A (150 vertex points) morphs to Target Geometry B (150 vertex points) with overall optimal flight paths between all points. A vertex point count = B vertex point count
Example 2: Source Geometry A points (150 vertex points) morphs to Target Geometry B1 points (60 vertex points) and Source Geometry B2 (90 vertex points = 150 sum total) with overall optimal flight paths between all points for each transition. A vertex point count = B1+B2 vertex point count
