Enhancing Azure Web App's Performance & Features

I'm seeking an expert to improve my Azure Web Application developed in a DEV environment. The app has a static web front-end built with React and a back-end linked to a Python repository via Azure App Service. The app doesn't have heavy traffic, but I want to optimize it for cost and performance.

Key requirements:
- Improve backend performance, specifically focusing on response times
- Implement cost management strategies
- Develop and integrate an Azure Function into the app

Ideal skills and experience:
- Experienced in Azure services and cost management
- Expertise in Python and React
- Experience with developing Azure Functions
- Strong background in backend performance optimization (optional)

The app functionality can be resumed as: the user logs into the app, then he/she upload a local image, at the moment this image is processed by the BackEnd (AI model), and finally it returns an image and some text as a result, which is shown after that in the App.

The app is working but I am sure there are some things to be improved. I am looking for an experienced person who drive me to apply all the changes and gives me confidence to publish it. I also need to reduce the Azure costs as much as possible.
