Enhance a python scraping script!

I had a perfect working python scraping script. The script randomly read a list of IPs in a text file with a format IP:PORT and run to avoid blocking.
I want to add another 2 things
1. Add 2 cases to run with a single rotating proxy (IP:PORT:USER:PASS format) and RUN WITHOUT ANY PROXY
2. Refresh the script 3 times when hit the timer/counter/error and move on to the next on the list
