English Text-to-Video Telegram AI Bot Creation

I'm looking for a full-stack developer who can create a text-to-video AI bot on Telegram. The bot will transform text inputs into animated video outputs. Specifically, the goal of this project is to take user inputted text and transform it into engaging, animated videos.

Key Requirements:
- Proficiency in Python, JavaScript, and C#
- Experience in AI integration, especially in regard to video animation
- Knowledge of the Telegram API
