Encryption and decryption project

I have an algorithm/concept, based on eccentric rotation of private proxy IP addresses through random number generator, to better elude hackers, spies, and decrypt based on defensive posture or targeting IP addresses, accounts, etc. where nationality and certain demographics, patterns of packet transfer/on-line activity easy to predict to create list of PCs/Macs ranked for best surveillance. Scraping of targets based on physical address, GPS, name, etc. useful too.
