Edit excel file using Python and Java

I have an excel file I want to edit. I need a small script to read the file and remove certain rows with a specific range of string and integers and output the removed rows to another file and then return the total amount in both original excel file and the file with removed values

2 scripts to do the same thing, 1 written in Python and the other in Java
