Django-Based User Management System

I require a Django expert to build a User Management System with specific functionalities. The main key features to include are: User registration and login, User roles and permissions management along with User profile customization. External service or API integration will not be necessary at this stage. Lastly, the system must securely handle encrypted data, ensuring that user information remains safe at all times. The ideal freelancer should have proficient skills in Django framework, user interface design and data encryption. Previous experience in developing user management systems will be a bonus.
