Develop simple python script

I needed a python script that extract emails from huge bin file (more than million lignes) on every part of dB and put it in country based files. Process it line by Line.
NB: i will using it with many parts of dB, so once created a country finded in any part of files of dB dont repeat this action, just add emails in country file relative to same Line and column.
*** and should be script give me % of fetching data to complete their work, so read numbers of lines then start work and at the same Time give me in the console % to complete.
I needed to work as soon as possible.
