Develop optimization model

I need an executable code to power the web-service (python is preferred but any other programming language is good) and any type of solver (or-tools, Gurobi, CPLEX) to find:
The minimum of the following function by finding an optimal sequence of technicians (r) serving the objects (w). See attachment for more details.
