Desktop Application - TKinter/PYQT

Overview - We want to design a desktop application to calculate the insurance codes (which can be used for insurance payment settlement). This completed application should be hosted on a server or used on a standalone application. 

Level of complexity – It is a very simple application which uses a matching process e.g. nearest neighbor algorithm (you can use your own method) to determine closest match of a test case out of all the possible matches provided in the master sheet.

User Journey
FEATURES - The user is asked a series of question which are shown in the master sheet as features and the responses are shown as sub-features.
EXAMPLE - An example of feature e.g. Feature-10 - How many claims do you have?. An example of sub-features is Feature-10 sub-features single or multiple).
INSURANCE CODES - Master sheet contains insurance codes (Code 1 to 41) that contains fixed pattern of response.
TEST CASE - The test sheet contains test case e.g. 9001.
MATCHING PROCESS - We want to compare the similarity of 9001 to all the code e.g. 1-46 and figure out the best match.

Finished professional look of GUIs (Desktop app e.g., TKinter is good and we happy to consider alternatives)
