Data Scraping Application Development

I'm looking to develop a data scraping application tailored to specific needs. The scraped data should be formatted in CSV.
Key requirements include:
- Customizable scraping parameters
- User-friendly interface
- Data export in CSV format
- Ability to handle various data types
- Scraping data from multiple websites within a certain radius
Ideal skills and experience:
- Proficiency in web scraping tools and languages
- Experience with data processing and formatting
- Strong programming skills, preferably in Python or similar
- Familiarity with CSV data manipulation
Additionally,
If possible, I would also like you to be able to explain to me how the webscraping works, so I can make sure I comply with all the legal aspects. This is not essential to the making of the app, but some consultancy on this aspect would be appreciated (only if possible).

The estimated budget I filled in is purely for the data scraping, (which is step 1). We can discuss future collaborations for the actual making of the mobile phone app later.
