DQN based urllc scheduling on top of embb traffic in 5G

An RL based approach to schedule the URLLC users by preempting the ongoing eMBB user traffic. The approach targets to get low latency and high reliability for urllc users. Preemption is done such that fairness is maintained among the eMBB users.
