Cryptocurrency Recommender Engine with GNN

I'm looking for a Python expert to build a personalized recommender engine for cryptocurrencies. This project involves:
- Using Graph Neural Network (GNN) to fetch data from CoinGecko's API.
- Pulling user holdings from etherscan.io and computing similarity to other users.
The end product should provide:
1. A list of recommendations for a specific user on the Ethereum network.
2. Performance metrics including Accuracy, Precision, Recall, F1, MAP, MRR, RMSE, MAE, NDGC, Serendipity, Diversity, Explainability and Fairness.
3. Comprehensive documentation for the API endpoints used and created in the project.
4. A prototype user interface to visualize recommendations and other insights.
You should also provide all the necessary results along with a working model. Step-by-step explanations of the code are required.
Ideal skills for this job include:
