Cron based Python/PHP script to update txt files

This program will be placed on a linux based web server
(we supply cpanel credentials)
the program will read data from a CSV or XLS file and update folder text files
according to the data in the csv file.
the program will run via CRON and will check for an updated XLS/CSV file once in 30 seconds
