Creating a search engine by using python

I want to create a search engine so that it helps lawyers and other citizens. I have urgent requirement for this. Here the dataset needs to be created by downloading and converting the legal judgements from the Indiankanoon.org website( minimum 500 judgements) and later on cosine similarity, jaccard and another 2 similarity methods should be used to build this search engine. There is no need to create a database to store the judgements. This needs to be developed in python language.
