Creating Server & Client application

Hi, I'm looking for expert who has experience in developing application in C# as Server & Client to transfer files from one PC to another PC over internet that support mutual connection, you need to build an authentication key linked with socket protocol to link the client to the server connecting with API through a relay server. Probably you might do small work in Python as well.
