Create a windows 10 journal app

I love journalling and want to create my perfect journalling app, but I'm only a juniour developer so I need professional help lol.
3 important considerations:
- Must have stylus integration via "windows ink"
- Must have cloud syncing (pref one drive)
- Would prefer to be written in python/java/c++ so I can continue the development after the basic application is realised.
