Create a precinct map of the US state of Kentucky with layered with data that I supply

I will soon have a table of precincts, counties, cities and other data (think race, votes, etc) that I would like placed onto a map that I could click on to the precinct level.

I'll supply the data, the mapping should be straightforward.
