Create a chatgpt custom gpt3.5 finetuned model

I am looking for a skilled developer to create a custom GPT3.5 finetuned model for my project. The purpose of this model is to generate human-like text responses and perform sentiment analysis.
Specifically, I need the model to be able to create a query parser chatbots. The desired output format for this project is JSON.
