Create android app for ecommerce store

We need an android app to be developed for ecommerce store. It's a cash on delivery online store, so payment gateway API will not be required. Our app features are truly unique. So you need to create it from scratch. You probably can't create it by modifying an existing ecommerce app.
The admin panel of the app however, needs to be a website.
