Create Social Signal Algorithm API

We are looking for someone who can help create an API Algorithm that fetches social signals (Ex: Likes, Comments, Shares, Retweets, Tweets, News Mentions on Web) across multiple Social Networks.
Ex: Keyword: Yellow
- The algorithm should scrape the entire web and multitude of social networks for the YELLOW keyword along with Hashtags and Dollar Tags.
- The algorithm should also scrape the web for any new mentions in news or blog posts etc
- The Algorithm should work in realtime tracking Several 1000's of Hashtags, Keywords, DollarTags and Citations
