Create a Comic Website that scrapes the source given and update automatically whenever the source website is updated

I am looking for a freelancer to create a comic website that will scrape a specific source website and automatically update whenever the source website is updated.
Programming language doesn't matter, I just need it to be fast since the database will be huge. Laravel / Python or anything else is fine.
- Member System for bookmarking comic and discussion (can use disqus for comment).
- Rating system to rate the comic.
- Design is open for suggestion as long as it is dark mode.
