Cost prediction model for building projects using Case-based reasoning and genetic algorithm

We are doing a project called cost prediction where we come up with a formula to predict the cost of a construction project. We have built a database which is used to train the code(model) to predict the cost estimate of the future/ on going projects .We need a person good in MATLAB or python to code and run the formula for this database. This coding must be done using Case Based Reasoning and Genetic Algorithm technique. The project should be submitted within 2-3 days.
