Converting c/C++ code to python, machine learning, blockchain

I have a source code of c/c++ which I would like to change to python code. The python code should run on Raspery Pi. I have provided code and the paper from which the code was derived. Someone with machine learning and blockchain skills is preferred as I am planning to upgrade the code to ML that runs on Blockchain. I am based in Melbourne, Australia but the bidder can be anywhere.
