Converting a Monte Carlo script from R to Python

I have a Monte Carlo script in R that sources from two .csv files (a Reference file and a Results file). The program finds the best fit for the results file in terms of categories from the Reference file. I would like to convert the R program into a Python script.The Freelancer should have a solid knowledge of R and Python, otherwise the task is relatively straightforward.
