Convert a python script to Tradingview pinescript indicator and screener

Looking for an experienced professional who can patiently develop a custom indicator to be used by me on trading view. I will provide the rules and guidelines and need the following :
1. Indicator development for Buy/Sell indication based on the rules
2. Back test and tweek the rule values to best fit the indicator
3. Setup the indicator on Tradingview
4. Setup stock screener and alerts to take trades based on this indicator
5. Transfer the source code of this indicator
