Convert a MATLAB code to Python

I have a technical code written in MATLAB. I want to get it written in Python, with the logic remaining same. The MATLAB code has some optimization functions used, and someone who has a sound understanding of MATLAB and the alternative of the same functions in Python should bid this project. I would also need a detailed discussion before the onset of the project.
