Conversation Tree Management Web System

I need a custom-built web system from scratch to manage conversation trees. The system should allow for creating conversation trees, adding questions with possible answers, and linking to other questions based on the answers.
Key Features:
- Display the conversation tree with options to edit each question (or step).
- Load conversations from an XML file.
- Find and edit existing conversations, questions or answers.
- Find and delete conversations, questions or answers
- User authentication with option to add / edit and delete users
The ideal candidate should have:
- Proficient skills in Python for backend development.
- Experience with creating custom-built web systems from scratch.
- Familiarity with using DynamoDB for database management.
The system should be built with Python on EC2 with AWS Dynamo DB
