Consultation & Implementation combining text and image data

Dear freelancer,
I am interested in presenting a video in a different format. To specify: From any example video the frames/pictures are extracted and the audio is transcribed. Now the goal is to show the transcriptions in a way that the picture adjusts to the transcriptions.
Imagine that there is a picture on the left-hand side of a screen and text on the right-hand side of a screen. The text is scrollable. Each picture corresponds to one or multiple phrases. So basically the idea is to match the text that is shown on the right-hand side with the image that is shown on the left-hand side.
The overall goal is to keep the benefits of video material in what concerns the visual content but enrich it with text data. So ultimately people can kind of read and scroll through the video at their own pace without sacrificing any content.
Please let me know if something like this already exists. In case you have an idea on how to implement it or if there is a solution that can be used for it I would highly appreciate it.
