Configure a python environment for 3 repositories

I am using someone's GitHub project however the dependencies in the requirements.txt file are not installing due to version issues. There are 3 separate projects that have this issue and the task is to set them all up on my local windows machine. They are computer vision and ML based projects so knowledge on that would be beneficial.
