Code Transfer : SAS to Python

Looking to transfer some code from SAS to Python. I do not know SAS well enough to do this on my own. 95% of the code is "if-else" statements, so it is not time-consuming. This must be completed today. I am including both the SAS codes + the data file that is being utilized.
