Circle-Based Random Key Press Script

I'm looking for a developer who can create a script that mimics the behavior shown in this video: https://www.youtube.com/watch?v=cjo2Bs0DWtA&ab_channel=Enigma.

The script involves a circular movement with a white line tracing one complete lap around the circle. Within this lap, a random blue spot will appear. The key "e" should be pressed when the white line touches the blue spot or when the white line is in between two blue spots.

Key Requirements:
- I would like the script to be written in AutoHotKey or Python.
- The script can either be standalone or integrated into another application. At this moment, I'm unsure.
- The triggering device for the key press should be the keyboard.

I would also like it to be as a sequence that i can toggle on and off it will compose of pressing "4" then detecting when white comes into contact with blue it will press "e" it will then wait 21s estimately and do the same sequence

I can provide photos and videos to assist in the execution of this project. A good understanding of circular motion, random generation, and key simulation is ideal.
