Chess piece move record

I need someone who is good with opencv and python. I need to record chess pieces move and record their movement in a text file. One move one record. No garbage record. I am using USB camera to see the chess board from top. Just opencv imshow is enough to track the movement. For better understanding, fill the open space with green color and occupied space with pieces with red color. Mostly I have made a dictionary for pieces such A1, B1, A2, B2, etc for one side and A8, B8, A7, B7, etc for other side.
Cannot pay more than the budget. Lets discuss.
