Chatbot - Emotion based recommendation system

I need a chatbot that would detect the emotion of the user based on the text that user inputs and based on the emotion give a set of questionnaire and then recommend URLs to the user based on the answers. The user needs to click on the URL and then get back to the chatbot and the time the user stays on that particular website is calculated.
