Change Detection in images and identification of changes using Python and Deep Learning

I am looking for professionals with experience using Python and Deep Learning to identify changes in images(Google Earth images). The domain of use is project learning and area survey, and I am looking for the model to be able to detect and identify the changes in the form of change detection like new road constructed, new building constructed, new airfield or helipads constructed, etc and correctly identify and mark the changes on the image . As input, images will be used for the model. The perfect candidate should have experience in these areas and have a proven track record of successful projects.
