Car specifications detection system using deep learning -- 2

The main objective is to develop a machine learning system for the identification of car specifications with high accuracy level.

Important requirements:
1- The code needs to detect the car specifications (( car brand, car colour, and car plate number)) from a video file or video camera.
2- Compare the information determined with a pre-filled Excel file to get the name of the owner of the car.
3- The code needs to be done using Google Colab.
