CSV text file parsing and conversion

Manipulate format of CSV file with Python or Bash (for Mac Linux).
Format similar to old.csv file (data will differ in content and # of lines) needs to be converted to new.csv file format.
Program should be runnable at command line, for instance: "convert.py filename.csv" will create a file named filename-clean.csv
