CSV Search and Display Tool

I need a simple application that searches a CSV file by ID number and displays the associated name.

Requirements:
- Search CSV manually by user input
- Enter ID number, display associated name
- If not found, show default message
- On "send" click, display white text on black window

Ideal Skills and Experience:
- Proficiency in Python or similar language
- Experience with CSV file handling
