Building Real-Time SEC Filings Alert System

I’d like your help building a system—step by step—via Microsoft Teams. The goal is to extract specific real-time filings, such as 8-K, 6-K, and 10-Q, from the SEC EDGAR database based on two filters:
1. Ticker Filter:
Only include filings from a list of approximately 800 specific tickers (e.g., VSTE, KNW, MRM, NWTG, XPON, OP, KIRK, etc.).
2. Keyword Filter:
Include or exclude filings based on the presence or absence of specific keywords (e.g., “licensing agreement,” “positive clinical,” “regain compliance,” etc.).
The system must send real-time alerts (text and voice) to my mobile phone with zero delay—no more than 2 seconds. Each alert should include the following details:
Filing Time ("Filed At")
Form Type
Ticker
Company Name
Filing URL
Alerts can be delivered via a Telegram bot, or I'm open to other suggestions.

First, I only want to include filings from a list of approximately 800 specific tickers (e.g., VSTE, KNW, MRM, NWTG, XPON, OP, KIRK, etc.).
Second, I need to include only specific filings — some with keyword filters and some without. For example:
8-K and 6-K forms should be filtered using specific keywords.
10-Q, 424B4, and 13F forms should be included without any filters.

Should run 24/7, hosted on a free cloud platform like Replit or Render
Important Features:
Ability to switch between form types (e.g., 8-K, 6-K, 10-Q)
Ability to control the system, including:
Updating keywords
Pausing/resuming alerts
My goal is to stay fully informed—via mobile—about critical filing events anytime, anywhere, in true real time.
I have some knowledge of Java and have just downloaded Python, so I’m completely new to it.
