Build a testing website -- 2

I need a testing website which has been 20% done by an user. The front page, login, adding user, contact us page. Backend and remaining front end needs to be done. Backend: Django db: mongodb or postgres(suggestions welcome) . my expected budget is flexible, but am a freelancer myself and is an expert in python, so don't bid if you are a fresher. Being a developer myself, I understand how projects work, be fair, I will understand. If you are a web developer, I will certainly expect some common pages already withyou such as contact us, about us and some templates for front page.
