Build me a simple vetting program (PYTHON)

Create a program that reads the X age and Y number of years the user has lived in the city, and then outputs if they are qualified to run as mayor in the city. also include when the user is qualified to run if too young or too little years lived in the city :-) Lets say age required is 25 and number of years lived in the city is 5.
