Build a python script to manage Windows Monitors and open web URL fulll screen in specified monitor.

The script should toggle between two display monitor setting as following:
Please note that Toggle should be apparent button, in task bar and/or a keyboard shortcut.

Display setting 1
Monitor 1 - Normal
Monitor 2 – Extend monitor 1
Monitor 3 – Open Edge at https://example.com and place fullscreen and isolate it, mouse cursor must never go on that monitor.
