Build me a python code

I need a code in photogrammetry and dissimilar images. The requirements are below. I need a python code that optimizes a data set, e.g. a video. It takes a takes a sequence of images, e.g., a video stream, divides it into single frames and then it removes the frames that are similar to each other. After it removes them it takes the remaining frames and builds a 3d model from it. I also need a report so that you explain how the code executes and why it is efficient in runtime of the video and some pictures of the execution.
