Build me a desktop application that uses a code from github

I want someone to build me a simple desktop program (as a python file or a .exe file) using this code and to make it as simple as using the colab version. I also want to interpolate 4k images with it so make sure it doesn't have a limited max resolution of 1080p like the colab version does
